Representing Water Authority, Director Katz Joins MWD Board

San Diego business and civic leader Mel Katz was seated today as San Diego County Water Authority’s newest representative on the board of directors of the Metropolitan Water District of Southern California.

Katz has served on the Water Authority’s board of directors since 2018, representing the city of Del Mar and served as chair from 2022 to 2024. Katz succeeds Tim Smith, who represented the Water Authority on Metropolitan’s 38-member board since January 2018.

“Director Katz and I formed strong bonds of partnership and friendship between our agencies during his time as chair of the San Diego County Water Authority Board of Directors. This will prove to be key to a new era of regionalism in water supply management encompassing all our member agencies including San Diego,” said Metropolitan board Chair Adán Ortega, Jr. “Director Katz is bringing his skill as a consensus builder to Metropolitan for the benefit of all of Southern California and I heartedly welcome him on behalf of the board.”

Katz is the co-founder and executive officer of Manpower San Diego, a staffing services firm that has grown to become the largest Manpower franchise in the United States. He has a long resume of civic involvement, including serving as board chair of the San Diego Regional Chamber of Commerce, the San Diego Workforce Partnership, San Diego Convention Center, American Cancer Society and the San Diego Library Commission.

Katz and his wife Linda were named Mr. and Mrs. San Diego in 2017 by San Diego Rotary for their extensive community leadership. The couple has three children and five grandchildren.

San Diego Back in Drought Conditions Amid Red Flag Warning, More Santa Ana Winds

As the latest round of Santa Ana winds hits the region and more Red Flag Warnings were put in place for thousands of residents, most of San Diego County and Southern California have slipped back into drought conditions.

The start to 2025 has been historic for Southern California, with wildfires causing widespread devastation throughout Los Angeles and no measurable rainfall in recent months causing the driest start to the water year in San Diego’s recorded weather history.

Modernizing America’s Water Infrastructure: EPA’s Groundbreaking Progress

The U.S. EPA has released its 2024 Investing in America report, detailing the investment progress under the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA) – two landmark pieces of legislation reshaping the future of the U.S. economy. Together, the BIL and the IRA provide the EPA $102 billion, including $41 billion under the IRA (FY 2022) and $61 billion under the BIL over five fiscal years (FY 2022 to FY 2026). To date, the resources appropriated to the EPA under the BIL amount to $36.9 billion.

Nearly half of the total appropriation – $50 billion – targets water, one of the EPA’s five major programs (the other four being climate action, air, land, and protecting our communities), marking the largest federal investment in water systems in U.S. history. This funding aims to modernize the nation’s drinking water, wastewater, and stormwater infrastructure while preserving critical waterways.

Kern Groundwater Agency Bans Pumping Along Sinking California Aqueduct

A groundwater agency on the western fringes of Kern County has taken the unprecedented step of banning all pumping from wells along the California Aqueduct for a 30-mile stretch.

The move is mainly designed to protect the vital artery that moves hundreds of millions of gallons of water a day from northern to southern California and is threatened by sinking land that could crimp its ability to function.

State to Probe Why Pacific Palisades Reservoir Was Offline, Empty When Firestorm Exploded

A large reservoir in Pacific Palisades that is part of the Los Angeles water supply system was out of commission when a ferocious wildfire destroyed thousands of homes and other structures nearby, the Los Angeles Times found.

Officials said that the Santa Ynez Reservoir had been closed since about February for repairs to its cover, leaving a 117-million-gallon water storage complex empty in the heart of the Palisades for nearly a year.

Sierra Snowpack Near Average In First 2025 Survey

The California Department of Water Resources (DWR) conducted the first snow survey of the 2025 season on January 2 at Phillips Station in the Sierra Nevada, with positive news about the state’s water supply.

The survey recorded 24 inches of snow depth and a snow water equivalent of nine inches. This is 91 percent of the average at this location. The snow water equivalent measures the amount of water contained in the snowpack and is a key component of DWR’s water supply forecast. Statewide, the snowpack is 108 percent of average to date, compared to 28 percent for the January 2024 survey.

In recent years, California has been marked by extremely hot and dry conditions broken up by periods of intense rain and snow, including late 2024 and early 2025. A record-breaking hot and dry summer continued well into the fall, but a powerful atmospheric river in November broke several rainfall records in Northern California. December storms provided another boost.

“While our snowpack looks good now, we have a long way until April, when our water supply picture will be more complete,” said DWR Director Karla Nemeth. “Extreme shifts between dry and wet conditions are continuing this winter, and if the past several years are any indication, anything could happen between now and April, and we need to be prepared.”

Too Early To Predict 2025 Weather Patterns

This weather pattern is not unusual for California. In 2013 and 2022, early storm activity was followed by dry conditions, erasing early-season snow totals and continuing existing drought conditions across the state. It is too early to know whether this condition will occur in 2025.

“We are fortunate to have had several solid snow-producing atmospheric river systems so far this season,” said DWR’s Snow Surveys and Water Supply Forecasting Unit Manager Andy Reising. “The fall was extremely dry, so our healthy snow totals are thanks to a handful of big storm systems in November and late December. But to finish the year where we need to be, we will still need additional snow building at a regular pace throughout the winter.”

For the past decade, San Diego County has been insulated from drought-induced cutbacks due to the long-term investments in secure water supplies, a strategy that emerged in the early 1990s following an economically devastating drought. Since 1990, the region has dramatically cut water demands, reducing per capita water use by more than 50 percent. Water conservation has become a “way of life” for the region’s residents and businesses.

Water Authority Water Resources Specialist Efren Lopez says San Diego County has a reliable supply from the Colorado River and other parts of the state, supplemented by its long-term supply diversification.

“Feel free to irrigate your landscapes, to water your trees and to use water as you need,” said Lopez. “We don’t have any restrictions on water use, and we have very reliable water supplies.”

Lack of Local Precipitation Affects Fire Risk

Winter rains have helped vegetation grow in recent years, providing more fuel for fires. The US Drought Monitor puts all of San Diego County at a moderate drought level. Parts of Imperial County are in severe and extreme drought.

Major reservoirs statewide are currently 121 percent of average thanks to two years of above-average snowpack conditions. DWR prepares for annual extremes by investing in climate resilience to ensure California is able to capture and use as much water during flood conditions as possible.

DWR conducts four media-oriented snow surveys at Phillips Station each winter near the first of each month, January through April and, if necessary, May. The next survey is tentatively scheduled for early February.
