Otay Water District Opens 2023 Landscape Makeover Contest

The Otay Water District has launched its annual WaterSmart Landscape Contest as part of a continuing effort to encourage water conservation. Outdoor watering accounts for more than half of residential water use. The resident judged to have the most attractive, drought-toleranat garden receives a nursery gift card, among other prizes, and the title “Best in District.”

Sierra Nevada Snowpack: One of the Largest on Record

Following three consecutive years of drought in California, the Sierra Nevada snowpack is one of the most bountiful in more than 40 years. While the snowpack and snow water equivalent is great news for water supply, there are concerns the record snowpack could create flooding issues.

The California Department of Water Resources electronic readings from 130 snow sensors placed throughout the state indicate the statewide Sierra Nevada snowpack’s snow water equivalent is 61.1 inches, or 237% of average for April 3. The snow water equivalent measures the amount of water contained in the snowpack and is a key component of DWR’s water supply forecast.

This year’s April result from the statewide snow sensor network is higher than any other reading since the snow sensor network was established in the mid-1980s. Before the network was established, the 1983 April 1 statewide summary from manual snow course measurements was 227% of average. The 1952 April 1 statewide summary for snow course measurements was 237% of average.

“This year’s severe storms and flooding is the latest example that California’s climate is becoming more extreme,” said DWR Director Karla Nemeth. “After the driest three years on record and devastating drought impacts to communities across the state, DWR has rapidly shifted to flood response and forecasting for the upcoming snowmelt. We have provided flood assistance to many communities who just a few months ago were facing severe drought impacts.”

Just as the drought years demonstrated that California’s water system is facing new climate challenges, this year is showing how the state’s flood infrastructure will continue to face climate-driven challenges for moving and storing as much of these flood water as possible.

“One of the largest snowpack years on record”

“This year’s result will go down as one of the largest snowpack years on record in California,” said Sean de Guzman, manager of DWR’s Snow Surveys and Water Supply Forecasting Unit. “While 1952’s snow course measurements showed a similar result, there were fewer snow courses at that time, making it difficult to compare to today’s results. Because additional snow courses were added over the years, it is difficult to compare results accurately across the decades with precision, but this year’s snowpack is definitely one of the biggest the state has seen since the 1950s.”

Snowpack varies by region

For California’s snow course measurements, only 1952, 1969 and 1983 recorded statewide results above 200% of the April 1 average. While above average across the state this year, snowpack varies considerably by region. The Southern Sierra snowpack is currently 300% of its April 1 average and the Central Sierra is at 237% of its April 1 average. However, the critical Northern Sierra, where the state’s largest surface water reservoirs are located, is at 192% of its April 1 average.

Flooding and spring snowmelt

The size and distribution of this year’s snowpack is also posing severe flood risk to areas of the state, especially the Southern San Joaquin Valley. DWR’s State-Federal Flood Operations Center (FOC) is supporting emergency response in the Tulare Lake Basin and Lower San Joaquin River by providing flood fight specialists to support ongoing flood response activities and by providing longer-term advanced planning activities.

The FOC and DWR’s Snow Surveys and Water Supply Forecasting Unit are helping local agencies plan for the spring snowmelt season by providing hydraulic and hydrologic modeling and snowmelt forecasts specific to the Tulare Lake Basin that are informed by DWR’s snowmelt forecasting tools, including Airborne Snow Observatory (ASO) surveys.

Storms this year have caused impacts across the state including flooding in the community of Pajaro and communities in Sacramento, Tulare, and Merced counties. The FOC has helped Californians by providing over 1.4 million sandbags, over 1 million square feet of plastic sheeting, and over 9,000 feet of reinforcing muscle wall, across the state since January.

State Water Project deliveries increased

On March 24, DWR announced an increase in the forecasted State Water Project deliveries to 75%, up from 35% announced in February, due to the improvement in the state’s water supplies. Governor Gavin Newsom has rolled back some drought emergency provisions that are no longer needed due to improved water conditions, while maintaining other measures that continue building up long-term water resilience and that support regions and communities still facing water supply challenges.

Water supply challenges

While winter storms have helped the snowpack and reservoirs, groundwater basins are much slower to recover. Many rural areas are still experiencing water supply challenges, especially communities that rely on groundwater supplies which have been depleted due to prolonged drought.

Water conservation ‘a way of life’

Long-term drought conditions in the Colorado River Basin will also continue to impact the water supply for millions of Californians. The state continues to encourage Californians to make water conservation a way of life as more swings between wet and dry conditions will continue in the future. The San Diego County Water Authority and its 24 member agencies provide rebates and programs to encourage water conservation.

Given the size of this year’s snowpack with more snow in the forecast, DWR anticipates conducting a May snow survey at Phillips Station. That is tentatively scheduled for May 1.

Water Districts Partner to Offer Complimentary WaterSmart Landscape Design Workshop

Encinitas, Calif. — In order to promote outdoor water use efficiency, Olivenhain Municipal Water District, San Dieguito Water District, and Santa Fe Irrigation District invite members of the public to attend a free WaterSmart landscape design workshop on Monday, April 3, from 5:30 p.m. to 7:30 p.m. The event will be held at the Encinitas Community and Senior Center at 1140 Oakcrest Park Drive in Encinitas.

Steve Sherman of California Landscape Technologies will provide an informative and interactive workshop that will feature methods to reduce outdoor water use and increase irrigation efficiencies. The workshop will provide homeowners simple, step-by-step approaches for creating attractive, water-wise landscapes that are easy to maintain.

This free two-hour workshop is offered through a partnership between OMWD, San Dieguito Water District, and Santa Fe Irrigation District.

Sweetwater Authority Secures Additional Water for Customers Through Controlled Transfer Between Reservoirs

Chula Vista, Calif. – In order to secure additional water supply for our customers, Sweetwater Authority initiated a controlled transfer of water between its two reservoirs on January 26, 2023.

“Late December and January brought substantial rainfall to the region,” said General Manager Carlos Quintero. “However, after four years of dry weather patterns, we are still in need of water. Sweetwater Reservoir is below 40 percent capacity. These transfers are standard operational practices that we conduct to secure the water supply for our customers.”

Water that leaves Loveland Reservoir is transferred through the Sweetwater River channel and captured at Sweetwater Reservoir where it can be treated and distributed to Authority customers at a lower cost than importing water. Recent rainfall and saturated soils have created optimal conditions for the transfer. The Authority anticipates capturing approximately 3,500 acre-feet of water with the transfer. This equates to a savings of approximately $5 million in costs associated with purchasing imported water.

A similar water transfer was last initiated in November 2022. That transfer captured approximately 4,000 acre-feet of water, saving Authority customers more than $6.2 million. Additional runoff will continue to flow in the Sweetwater Reservoir once the transfer is completed from subsequent storms this winter. The Authority expects that after this transfer, there will be sufficient water stored behind Sweetwater Reservoir to provide an adequate supply for over one year. The Authority will monitor the water transfer, which will occur over several weeks, and make modifications as necessary depending on weather conditions.

The Authority worked closely with local landowners and businesses near the Sweetwater River channel, notifying them by mail and phone prior to the start of the transfer to lessen any potential impacts. The Authority conducts controlled transfers periodically and coordinates with the U.S. Fish and Wildlife Service to ensure that environmental needs are met.

Reclamation Invests $7M in Water Efficiency Projects

The Bureau of Reclamation has announced a $7 million investment for 82 small-scale water efficiency projects across the West.

The grants will support local community projects, including measuring water flow, automating water delivery, or lining canals. The funding is part of the WaterSMART program, which supports states, Tribes, and local entities as they plan for and implement actions to increase water supply through investments to modernize existing infrastructure and avoid potential water conflicts.

“Community-driven projects are at the heart of WaterSMART, and small investments can go a long way to support water supply and reliability,” says Reclamation Commissioner Camille Calimlim Touton. “These water efficiency improvements are small, but when combined throughout the West, the projects play an important role in communities becoming more resilient to drought.”

A series of storms bringing much-needed rain to the San Diego region is also a reminder for residents and businesses to turn off irrigation systems when wet weather is predicted and for at least a week after significant rainfall.

While a series of atmospheric rivers is boosting the Sierra snowpack and easing dry conditions statewide, there is still a long way to go to overcome three arid years. Water-saving actions today can help conserve more of our most precious natural resources when needed.

“Outdoor watering accounts for at least half of a typical household’s water use, which means that cutting back on irrigation during damp and cool periods is one of the easiest ways to live WaterSmart,” said Efren Lopez, a water resources specialist for the San Diego County Water Authority. “With a half-inch of rain in many areas on Tuesday night and several more damp days in the forecast, this is the perfect time to turn off the sprinklers for an extended period.”

Despite the most severe drought conditions in more than 1,200 years, San Diego County continues to have enough water to meet demands due to significant investments in water conservation and supplies. The region’s long-term supply reliability depends on a continued commitment to water-use efficiency indoors and outdoors by homes and businesses both large and small.

Rain barrels are one easy way to save water. “Water stored in rain barrels can gradually be released into landscapes between rains,” said Lopez. “With our region’s traditionally wet months just ahead, this is a great way to increase your outdoor water efficiency.”

Interior Invests $84.7M for 36 Drought Resiliency Projects

The Department of the Interior announced $84.7 million in funding for 36 drought resiliency projects in the West. The investment supports the development of innovative drought resilience efforts, such as groundwater storage, rainwater harvesting, aquifer recharge, water reuse, ion exchange treatment, and other methods to stretch existing water supplies.
