Special Water Rates Program Reduces Costs for San Diego County Growers

The San Diego County Water Authority and 13 of its member agencies offer growers a special agricultural water rate program: providing lower-cost water in return for lower reliability.

The Water Authority’s Board of Directors approved the Permanent Special Agricultural Water Rate Program (PSAWR) in 2020. It helps support commercial farms driving the economic engine of rural San Diego County. PSAWR gives farmers a choice of what level of water service works best for their operations.

Water Authority Seeks Public Input on 2024 Rate Increase and Two-Year Budget

The San Diego County Water Authority has asked for public input over the next two months as it drafts a new two-year budget and sets rates to cover the cost of water-reliability projects that keep San Diego immune from drought.

Agency staff has recommended a $1.85 billion budget for the two-year period beginning July 1, 2023, and ending June 30, 2025.

That represents a 5% increase, but the 2024 rate increase is tentatively set at 14%, though efforts are underway to lower that.

A new analysis says San Diego must raise water rates 17.6% over the next two years to fund the city’s Pure Water sewage recycling system and cover rising costs to buy imported water and replace aging pipes.

The average monthly bill for a customer in a single-family home would increase from $81.07 to $95.03 in November 2023, and then to $103.06 in January 2025. Bills for high-volume water users would likely climb even more.
