CWA Approves Shutdown Schedule for Pipeline 5 Work at Moosa Creek

In 2019, the San Diego County Water Authority repaired a leak to a pipeline in Moosa Canyon. That repair was followed by an assessment of the other two SDCWA pipelines in the area, and one of those was found to be at risk so the CWA will be making repairs to that pipeline.

A CWA board vote, Feb. 27, authorized CWA general manager Sandra Kerl to take the necessary contracting and other actions for the repairs on Pipeline 5 in Moosa Creek. The current schedule includes shutdowns March 30 through April 5 for the installation of isolation bulkheads and May 18 to May 24 for the removal of the bulkheads as well as carbon fiber lining work expected April 6 through May 15.

May 24 is the Sunday of Memorial Day weekend, and the actual shutdown schedule will likely be revised as the repair work progresses.

Harris & Associates Given Rainbow MWD Design Contract for Pipeline Upgrades

Harris & Associates has been awarded the Rainbow Municipal Water District contract for the design portion of the district’s next pipeline upgrade project.

A 4-0 Rainbow board vote Jan. 28, with Helene Brazier absent, authorized Rainbow general manager Tom Kennedy to execute a contract with Harris & Associates and appropriated the $399,540 Harris & Associates will be paid.

“This is the second phase of our ongoing effort to take care of our highest-priority pipelines,” Kennedy said.

InfraTerra Given CWA Contract for Seismic Vulnerability and Repair Time Study

InfraTerra Inc. has been awarded a contract to provide seismic vulnerability assessments and repair time estimates for San Diego County Water Authority pipelines.

A unanimous SDCWA board vote, Jan. 23, authorized the award of a $724,939 contract for InfraTerra to perform the work. The study is expected to be complete during summer 2021.

The CWA has five large-diameter pipelines with prestressed concrete cylinder, reinforced concrete and welded steel pipe. The most recent major seismic vulnerability study on the CWA pipelines was performed in 1993 and provided an estimate of the number of pipe breaks and repair time needed to restore water service in the event of a significant earthquake.

Sancon Awarded FPUD Manhole Rehabilitation And Relining Contract

Sancon Technologies Inc. was awarded the Fallbrook Public Utility District contract for the rehabilitation and relining of FPUD manholes.

A 5-0 FPUD board vote, Oct. 28, approved a contract with the Huntington Beach company, which bid $78,787. Sancon will rehabilitate 22 manholes and one wet well.

FPUD’s capital improvement program includes improving the reliability of the district’s sewer collections system through strategic rehabilitation of existing infrastructure.

MWD Approves Conjunctive Use Project Subsidy

The Metropolitan Water District of Southern California has a subsidy program for projects which produce local supply and the projects MWD will fund now include the Santa Margarita River Conjunctive Use Project.

MWD’s board vote Sept. 10 approved the agreement with the San Diego County Water Authority and the Fallbrook Public Utility District. FPUD is expected to receive $23,637,500 in incentive payments over a 25-year period.

FPUD To Prepare Community Benefit Latent Powers Application

The Fallbrook Public Utility District will be preparing an application for San Diego County’s Local Agency Formation Commission which would allow FPUD to expand its latent powers to provide for public community facilities. FPUD’s board voted 5-0 July 22 to authorize the preparation of the application to LAFCO, although the application itself will be reviewed prior to a separate FPUD vote. “The board reaffirmed the decision to move forward based on the request of those groups,” said FPUD general manager Jack Bebee. OPINION: Farm Bureau Endorses Senate Water Legislation

Water legislation introduced in the U.S. Senate June 20 recognizes the continued crisis facing water reliability in the West, according to the California Farm Bureau Federation.

CFBF endorsed the Drought Resiliency and Water Supply Infrastructure Act by Sen. Dianne Feinstein, D-Calif., who introduced the bipartisan legislation along with Sens. Cory Gardner, R-Colo., Martha McSally, R-Ariz., and Kyrsten Sinema, D-Ariz.

CWA Authorizes Water Audit Contract With Mission RCD

The San Diego County Water Authority authorized a contract with the Mission Resource Conservation District to administer the SDCWA’s WaterSmart Field Services Program. The May 23 CWA board action authorized CWA acting general manager Sandra Kerl to enter into a three-year contract with the Mission RCD which will pay $260,000 for administration of the WaterSmart Field Services Program through June 30, 2022. The authorization also includes an option for a two-year extension which can be ratified administratively rather than by CWA board approval. The WaterSmart Field Services Program includes residential surveys, landscape audits, irrigation checkups and follow-up irrigation controller visits.
