FPUD Approves Programmable Logic Controller Contract for Reclamation Plant

The Fallbrook Public Utility District approved a contract with SCADA Integrations to upgrade the conveyor system at FPUD’s Water Reclamation Plant with a programmable logic controller system.

A 5-0 FPUD board vote Monday, March 22, approved the request for proposals submission from SCADA Integrations. The upgrade will be constructed in two phases, and the contract has a total value of $128,470.

Santee Council Gets Update on Padre Dam’s Big Project

Padre Dam Municipal Water District wants to keep everyone in the loop about its massive sewage reclamation project, especially the city where the project is located — Santee.

At its March 24 virtual meeting, the Santee City Council approved a legal agreement to work collaboratively with the joint powers authority that is overseeing the nearly $700 million program called Advanced Water Purification.

Unlike so many other actions taken by the Santee Council, this one (called a memorandum of understanding or MOU), wasn’t required by the state Legislature in Sacramento. Instead, the idea was for the new oversight agency called the East County Advanced Water Purification Joint Powers Authority to be proactive, providing the city with all the information about the project, and how it will unfold.

I’ve been writing a lot about the broken sewage system in Tijuana causing spills into San Diego. Part of the concern, San Diego officials told me, is that Mexico lacks a system to monitor whether businesses are dumping toxic waste into the sewer system.

That’s part of the reason why it’s risky to reuse any of that river water because, if we don’t know what’s in the water, we can’t be sure how to best treat it.

Olivenhain Municipal Water District recently announced that it has connected the newly developing Santa Fe Heights neighborhood to its recycled water system, supplying the community with locally produced recycled water.

“We are excited to see another neighborhood begin using recycled water for irrigation,” said OMWD Board Secretary Ed Sprague. “Using recycled water is key for long-term sustainability of our water supply.”

Pure Water Oceanside Project Reaches Milestones

Pure Water Oceanside construction remains on schedule for completion in 2022, with several significant milestones recently completed. The Oceanside project will purify recycled water to create a new, local source of high-quality drinking water that is safe, drought-proof and environmentally sound.

“Construction has impacted many residents and businesses,” said Cari Dale, City of Oceanside water utilities director. “Please know the City of Oceanside appreciates your patience. We thank people for understanding the need for this project and bearing with us during these months of construction impacts. This work is temporary, but the benefits will last for generations.”

The foundational work on the facility located in the San Luis Rey Water Reclamation Facility is complete. Pipelines, electrical conduits, equipment pads/pedestals, and wet wells have been constructed. Prefabricated walls have been installed. Installing the roof and additional wall stabilizing are next on the schedule.

The water purification equipment including pumps, membrane filters, and reverse osmosis canisters are currently being manufactured. Delivery is anticipated between this summer and fall.

The two injection wells on Coco Palms Drive are complete. Sound walls will be removed. Construction on two planned monitoring wells is anticipated to begin within the next two months. Sound walls will be installed prior to extended hours construction into evenings and weekends to reduce the impact on the community.

Monitoring well work in Fireside Park will take place primarily during the daytime, with possible evening and weekend work for critical activities. Sound walls will be installed to reduce noise. Drilling and development is estimated to take six weeks.

Pipeline installation work will begin soon to install recycled water pipelines under El Camino Real. Traffic delays are expected and alternative routes are suggested.

Cones will be set up in work zones to redirect traffic from closed lanes and flagger workers will help drivers safely navigate intersections. Regular working hours will be Monday through Friday, 7 a.m. to 5 p.m. with occasional work on Saturdays.

Work at the Mission Avenue and El Camino Real intersection will be at night to reduce commuter traffic impacts. Work hours will be from 8 p.m. to 4 a.m.

Approximately 90% of Oceanside’s drinking water is imported. Pure Water Oceanside will create three to five million gallons of drinking water each day, enough water to provide 32% of the City of Oceanside’s water supply.

The water purification process uses reverse osmosis and advanced oxidation to create safe drinking water. The technology removes pharmaceuticals, chemicals, hormones, microplastics, and personal care products.

The project protects sensitive ecosystems by reducing the amount of water siphoned by imported water sources. It decreases the amount of recycled water discharged into the ocean, and uses half the energy needed to transport imported water, reducing greenhouse gas emissions.

Who Owns the Tijuana River – and Who Needs Its Water Most

On a stormy day, 1 billion gallons of water can rage down the river crossing from Tijuana to San Diego.

None of that water is captured for reuse now among the two desert cities it splits, which are regularly prone to drought, because it’s considered polluted by sewage spills on the Mexican side. If successfully recycled, that water could prove to be valuable as the Southwest grows more water-uncertain due to climate change.

Pure Water Oceanside Installing New Pipelines and Drilling Wells

Pure Water Oceanside is installing new pipelines and drilling wells as the recycled water project continues on track for completion in 2022. The advanced water purification project, and expansion of the City of Oceanside’s existing recycled water system, will deliver a new, local source of high-quality drinking water supplying more than 30% of the city’s water supply when completed.

Residents are kept up to date on construction impacts to streets and other infrastructure through several outreach efforts including an interactive construction map, detailed online schedule, regular newsletters, and virtual open house presentations live on the City of Oceanside’s YouTube channel, offering residents the opportunity to ask questions.

“We understand living and commuting near a construction site is not easy,” said Cari Dale, water utilities director for the City of Oceanside. “Everyone involved with the project is thankful to those residents and business owners who live and work in the construction zone for their patience and cooperation. It is crucial to the successful on-time completion of this vital infrastructure project.”

Pipeline installation is now taking place at North River Road and the Douglas Drive intersection, and moving towards Pala. Lane closures on Douglas Drive allow access to the businesses through the entrance on North River Road.

In addition, pipeline installation on Pala Road is now underway. The road will remain open both ways but will require lane closures.

Well construction, which includes injection and monitoring wells, requires closing a section of Coco Palms Drive (south of Cherrystone Street), which will reduce construction time and impacts to nearby residents. Well drilling will continue 24 hours a day, seven days a week for approximately three weeks until early 2021. During this time, 16-foot sound walls have been installed around the drilling site to direct sound waves up into the atmosphere and away from residents. Night construction lighting will also be mitigated by the sound walls.

After drilling is complete, additional work will be conducted for testing and to install well infrastructure. The post-drilling work will take place weekdays during business hours and occasional Saturdays.

Access to the popular River Bike Trail path is still accessible on the west side of Douglas Drive. Riders are asked to cross safely at the marked crosswalk at Pala Road and Douglas Drive to access the trail and avoid construction equipment.

Construction for the entire project is expected to be complete in 2022. While most construction will take place during regular weekday business hours, some critical pipeline construction elements will require temporary extended work hours and occasional Saturdays to complete the project on time.
