OMWD Wraps Up Year-Long Construction Project Along El Camino Real

Encinitas, Calif. — Olivenhain Municipal Water District’s Board of Directors unanimously approved today the filing of a notice of completion for the El Camino Real Potable Water Pipeline Replacement and Green Bike Lane Striping Project. After over a year of collaboration with the City of Encinitas, OMWD has officially turned the project over to the city. The city will now begin the repaving and bike lane striping portion of the project.

OMWD to Host Free Native Plant Virtual Workshop on October 14

Encinitas, Calif. — Olivenhain Municipal Water District invites the public to attend a free virtual workshop on landscaping with native plants on October 14, from 5:00 p.m. to 6:30 p.m. The workshop is designed for individuals who are interested in incorporating native plants in their gardens to increase water efficiency and support local ecology.

North County Students Make Splash in Water District Contests

Local students floated lots of good ideas in the 30th annual Water Awareness Poster Contest, sponsored by North County’s water agencies. This year’s theme was “Love Water, Save Water.”

The contest for fourth-graders aims to increase understanding and appreciation for conserving water and using it more efficiently. Students showed ways they love water, how they save water at home, or ways to save or recycle water in the future to help the Earth. Winning students artwork is printed in the 2022 North County Water Agency Calendar. Free copies are available at local water district offices, usually by mid-November.

Manchester Pipeline Projects Begin with Replacement of Potable Water Pipeline

Encinitas, CA — Olivenhain Municipal Water District is beginning construction this week to replace aging water infrastructure near the intersection of Rancho Santa Fe Road and Encinitas Boulevard.

OMWD takes a proactive approach in repairing and replacing aging water infrastructure. These proactive measures help prevent disruptive and costly main breaks to ensure continued water service to customers. The pipelines that will be replaced are approaching the end of their lifespan. The pipelines were originally installed in 1961.

The San Diego County Water Authority is building a team of consultants but won’t explain the work they’re doing, even to its own board of directors.

The Water Authority spent $167,000 on two consultant contracts since July 2019 without disclosing them to the board, which is composed of representatives from the region’s 24 water agencies. It also won’t say what a third contract that was approved by the board, worth more than $330,000, was for.

San Diego’s Water Desalination Efforts Could Get Boost in Federal Funding

Desalination projects in the San Diego area could get millions in federal funding under a bill Rep. Mike Levin introduced Tuesday.

The Desalination Development Act would provide $260 million over five years for desalination projects across the country, including the City of Oceanside’s Mission Basin Groundwater Purification Facility, which converts brackish flows into potable water, said Levin, D-San Juan Capistrano.

It also sets environmental standards for projects that get federal funding, with requirements for energy efficiency, wildlife protection and water conservation.

San Elijo’s Water Reclamation Facility Named “Plant of the Year”

The San Elijo Joint Powers Authority’s water reclamation facility near San Elijo Lagoon on Manchester Avenue in Encinitas was named “Plant of the Year” by the California Water Environment Association, the agency announced today.

The award recognizes accomplishments in compliance, innovative practices, cost-effectiveness and superior plant performance amongst wastewater agencies across California.

San Elijo’s medium-sized facility earned the accolade for its commitment to renovating aging infrastructure, collaborating with San Diego State University and utilizing student research, prioritizing staff development and integrating computer modeling into day-to-day operations, according to a recent release.

“What really impressed the judges about the San Elijo submittal was that they scored well in every category,” said Brian Peck, a delegate for the California Water Environment Association, on June 15 when presenting the award to the board of directors.

San Elijo serves Encinitas, Solana Beach, Del Mar and portions of Rancho Santa Fe and can process more than 5 million gallons per day of wastewater and stormwater.

The agency employs advanced treatment technology to produce recycled water for industrial uses and irrigation at golf courses, schools, parks, streets, greenbelts and the Del Mar Fairgrounds.

San Elijo delivers recycled water through several local partnerships, including Olivenhain Municipal Water District, San Dieguito Water District, Santa Fe Irrigation District and the City of Del Mar.

OMWD’s “AAA” Bond Rating Reaffirmed as Board Reduces Budget by 2.67 Percent

Encinitas, Calif. — At its meeting this evening, Olivenhain Municipal Water District’s Board of Directors approved budget cuts following confirmation of OMWD’s exceptionally strong financial profile. The board was notified that Fitch Ratings, a global rating agency that offers independent credit opinions, has reaffirmed OMWD’s “AAA” bond rating with a stable outlook, the highest possible rating assigned by Fitch. The board also approved a revised budget for Fiscal Years 2021 and 2022 that saves over $1 million versus the originally approved budget.

OMWD Recognizes Local Students for “Love Water, Save Water”

Encinitas, Calif. — Winners of the annual “Love Water, Save Water” youth poster competition were recognized by Olivenhain Municipal Water District’s Board of Directors at its June 16 meeting.

Students from fourth grade classes in OMWD’s service area participated in this year’s competition. All three winners are from Stone Ranch Elementary School in 4S Ranch.

The first place winner was Norah Shin. Her poster features a faucet with a globe-colored water drop positioned between two hands making a heart.
