S.F. Embraces Aggressive New Climate Change Goals as Drought, Heat and Wildfires Engulf California

San Francisco set new, more ambitious climate change goals Tuesday, including getting to net zero greenhouse gas emissions produced in the city by 2040, as wildfires, drought and heat waves worsened by climate change plague California and floods in Europe grab headlines.

The Board of Supervisors unanimously approved an update to the environment code that pledges the city will cut its greenhouse gas emissions to at least 61% below 1990 levels by 2030. The city wants to reduce emissions generated outside city borders for products consumed in San Francisco – such as the carbon footprint of SFO air travel – by 40% by 2030 and 80% by 2050.

Climate change is exacerbating droughts and accelerating the transformation and decline of California’s native forest and aquatic ecosystems.  As a state, we are poorly organized to manage these effects, which need extensive focused preparation.  We need to adapt (and we will make mistakes in doing so).  Our human, economic and environmental losses will be much greater, however, if we manage poorly because of delay, complacency or panic.

Farmers, municipal users and environmental advocates vie for shares of water that has been captured by California’s extensive network of dams and reservoirs. Their battles are waged in the state Capitol, in Washington, in regulatory agencies and in the courts and over time, the trend has been a subtle shift of supplies from long-dominant agriculture to protecting flows for fish and other wildlife while maintaining the relatively small amount consumed in urban areas.

Final Plan for Water Releases Into Sacramento River Could Kill Up to 88% of Endangered Salmon Run

The California water board has approved a plan for water releases into the Sacramento River that could kill off an entire run of endangered chinook salmon and put at risk another population that is part of the commercial salmon fishery.

The State Water Resources Control Board has informed the federal Bureau of Reclamation it would accept its final plan for managing water flows from Shasta Lake into the Sacramento River, which is both the main source of water for Central Valley farms and the spawning habitat for chinook salmon. Because the bureau’s plan involves releasing water to irrigation districts earlier in the season, the river will be lower and warmer during salmon spawning season and could result in killing as many as 88% of endangered winter-run chinook eggs and young fish.

The surface elevation of Lake Mead along the Nevada-Arizona border is projected to be at 1071.61 feet (326.63 meters) — a measure that was hit in 2016. It’s the lowest level since Lake Mead was filled in the 1930s.

After years of drought, salmon in Northern California are facing extinction. Conservation groups in the region have drafted a water management plan that, if adopted, would send less water to Central Valley farmers and keep more cold water for fish.

Carbon Dioxide in Atmosphere Reaches New High Despite Pandemic, Scripps Reports

Atmospheric carbon dioxide measured at NOAA’s Mauna Loa Observatory peaked for 2021 in May at a monthly average of 419 parts per million, the highest level since accurate measurements began 63 years ago, Scripps Institution of Oceanography in San Diego reported Monday.

Scripps scientist Charles David Keeling initiated on-site measurements of carbon dioxide atop the volcano on the Big Island of Hawaii in 1958. NOAA began measurements in 1974, and the two research institutions have made complementary, independent observations ever since.
