IID Looks To Improve Efficiency Of On-Farm Efficiency Conservation Program

The Imperial Irrigation District Board of Directors took a hard look at their On-Farm Efficiency Conservation Program (On-Farm) in the hopes that they can become more efficient at providing water efficiency savings for farmers.

IID Senior Program Manager Ben Brock, along with Water Department Manager Tina Shields, updated the Board of Directors on the lengthy and complicated process that the On-Farm program currently has perform in order to determine how much to pay farmers for the water they conserved during the IID Board of Directors meeting on Wednesday, July 26.

Helix Water District Upgrades Water Treatment, Saves Costs

A recent upgrade to a Helix Water District treatment plant saved money for its ratepayers while ensuring a continued supply of high quality drinking water.

After 20 years of service, the ozone disinfection system at the R.M. Levy Water Treatment Plant needed an upgrade. The projected cost of outsourcing the work needed came to $3.5 million. Instead, Helix staff at the plant proposed doing the work themselves – and they did – saving an estimated 70% after the work was completed for $1.1 million.

“With infrastructure projects, we always start with two questions,” said Helix Water District General Manager Brian Olney. “Do we replace it or can we rehabilitate it? And, is it better to outsource the work or do it in-house? These two questions saved our customers millions of dollars this year and are a good example of how we continuously look for ways to save our customers money.”

Ozone Disinfection and Drinking Water

Water treatment is a multi-step process. First, organic material suspended in the water is removed. Water is then disinfected to remove or inactivate harmful microscopic organisms. Finally, the water is filtered.

Chlorine is the most widely used disinfectant at conventional water treatment plants. The Helix Water District uses ozone as its primary disinfectant, supplemented with chlorine. Ozone inactivates a wide range of microorganisms, needs little contact time with the water, and it eliminates most of the odor and taste issues some people associate with tap water. This mix maintains the quality of the water while it makes its way through the water distribution system.

The treatment plant uses an ozone generator, which produces ozone by applying high amounts of electricity to oxygen gas. The oxygen molecules (O2) split and regroup as ozone (O3). The ozone gas then bubbles up through the water to inactivate any microorganisms present.

Upgrading ozone generators with new technology

Helix maintenance staff worked closely with the manufacturer of its original ozone system installed in 2002. The same manufacturer supplied new hardware and electrical components required for the upgrade. The ozone disinfection system includes the gas feed systems, generators, power supply units, and the instrumentation hardware and software controlling the system.

The project began with a proof-of-concept pilot project two years ago. Once the methods were tested, each of the three ozone generators was upgraded with the new technology, then tested and commissioned.

In addition to the 70% estimated cost savings from the upgrade project, the improved efficiencies of the ozone generators will produce long-term cost savings.

The ozone generators and their power supply units are now fully upgraded thanks to the efforts of the Helix team. The last phase of the project is the replacement of the computer control system, which is scheduled for 2024.

OMWD Certifies Hydroelectric Turbines at David C. McCollom Water Treatment Plant

Encinitas, Calif. — Hydroelectric generators at Olivenhain Municipal Water District’s David C. McCollom Water Treatment Plant have qualified for the California Energy Commission’s Renewables Portfolio Standard Program and will now generate Renewable Energy Certificates that contribute to the state goal of achieving 60% of its electricity from renewable sources by 2030.

The California Energy Commission’s RPS program was established in 2002 and was accelerated in 2018 by Senate Bill 100, which set a target of achieving 60% of retail sales of electricity from renewable sources by 2030. The hydroelectric generators at OMWD’s water treatment plant have been in place since its startup in 2002, offsetting roughly half of the plant’s power demands and saving as much as $60,000 per month in energy costs.

Stable Renewable Energy Prices Locked In by Helix Water District

Proactive efforts by the Helix Water District have saved thousands of dollars per year in the district’s energy costs, and are helping it transition to renewable energy.

Helix buys most of its electricity through the State of California’s Direct Access Program and the electric service provider it contracts with, Calpine Energy Solutions. Helix has worked with Calpine since 2007 to manage the district’s energy costs and its move to renewable resources. It recently renewed its electricity-purchasing contract with the San Diego-based company that sells electricity. Helix relies on utilities like SDG&E, Southern California Edison, and PG&E to deliver it.

Helix negotiates contracts with Calpine that allow the district to lock in the price it pays for electricity. This limits the district’s exposure to events that cause energy costs to increase, like reduced hydropower production due to the drought, and higher natural gas prices due to the war in Ukraine.

Helix customers protected from market price increases

Calpine has also secured the renewable energy supply Helix needs through 2030. Calpine sources renewable energy from a portfolio of developers, including a new solar power facility in Riverside County. This will protect Helix and its customers over the next eight years, as market prices respond to increased demand and competition for renewable energy.

“For the last several years we’ve seen double-digit savings as high as 18% on electricity,” said Helix Assistant General Manager Brian Olney. “This year, with all that’s going on in the world and the market, we are doing very well for our customers.”

“We want stable prices for electricity because that helps stabilize water rates for our customers,” said Helix Board President Kathleen Coates Hedberg. “And we want the district to do its part to meet statewide goals for the use of electricity from renewable resources.”

Energy efficiency helps reduce costs

Helix also reduces costs by improving energy efficiency. In 2011, the district installed solar panels on its operations center in El Cajon that generate 90-100% of the facility’s electricity. In 2012, they retained DHK Engineers to perform an energy audit of all of the district’s facilities and operations.

“Implementing the recommendations from the audit reduced our annual energy use by 11%,” Olney said.

The next step at Helix is transitioning into electric vehicles. The district began the transition in 2019, with a grant from SDG&E to install electric vehicle charging stations, and rebates from the State of California on six Toyota Prius.

“This year,” said Helix Operations Director Kevin Miller, “we are testing Ford’s new electric pickups. We like to see companies move in this direction because when they take a step forward, Helix Water District takes a step forward.”
