Sprawled across a desert expanse along the Utah-Arizona border, Lake Powell’s nearly 100-foot high bathtub ring etched on its sandstone walls belie the challenges of a major Colorado River reservoir at less than half-full. How those challenges play out as demand grows for the river’s water amid a changing climate is fueling simmering questions about Powell’s future.

As of Monday, the National Oceanic and Atmospheric Administration’s forecast for this year’s expected water supplies in the Colorado River is at 59% of average. That’s not good news.

If that prediction proves true, this will be one of the driest water years since Lake Powell was constructed nearly 60 years ago. The volume of water stored in Lake Powell each year is affected by three primary factors: the amount of water flowing into the reservoir after ‘Upper Basin‘ water users have extracted water for their use, minus water released from the reservoir to support Lower Basin water users, and minus evaporation from the reservoir itself. Lake Powell will lose – by my estimation — about 22 feet of water this year, or about 2.1 million acre-feet of storage.

At that point, the reservoir will be 60% empty.

New Federal Clean Water Rule Puts Expensive Onus on Colorado

Colorado and other Western states will be hard-pressed to shield their rivers and streams under a new federal Clean Water Act rule finalized last month, largely because hundreds of shallow Western rivers are no longer protected, and writing new state laws and finding the cash to fill the regulatory gap will likely take years, officials said.

Though many agricultural interests and water utilities support the new Waters of the U.S. rule, as it is known, Colorado Attorney General Phil Weiser and Patrick Pfaltzgraff, director of the state’s Water Quality Control Division, said they will take legal action to protect streams that are no longer subject to federal oversight.

The situation with COVID-19 continues to evolve and is having a significant impact on our customers and community. IID is monitoring developments closely, and as an essential services provider, is open and well prepared to continue serving all its customers.

On March 21, the IID Board of Directors adopted a resolution proclaiming a local emergency associated with COVID-19. This ensures the continuation of IID’s critical water and electric services under the California Emergency Services Act.

As part of our Pandemic Response plan, the district initiated a shelter-in-place program for critical employees. A small group of volunteer employees, who possess specialized skills to operate the district’s water and energy delivery systems, will remain at critical job sites 24-hours-a-day for three weeks working to ensure that our water and energy delivery systems remain operational while they stay healthy.

This extra step is part of how IID is working to carry out our mission to deliver energy to our customers in the Imperial and Coachella valleys. It also ensures the continued year-round delivery of Colorado River water from the All-American Canal to the Coachella Canal that supports farming operations in both valleys.

‘Borrowing From the Future’: What an Emerging Megadrought Means for the Southwest

It’s the early 1990s, and Park Williams stands in the middle of Folsom Lake, at the base of the Sierra Nevada foothills in Northern California. He’s not walking on water; severe drought has exposed the lakebed.

“I remember being very impressed by the incredible variability of water in the West and how it’s very rare that we actually have just enough water,” said Williams, who went on to become a climate scientist at Columbia University. “It’s often the case there’s either too much or too little.”

Williams is the lead author on a report out this month in the journal Science detailing the extent of drought conditions in the American West.
