Eastern Municipal Water District To Receive $25M In Federal Funds

The Eastern Municipal Water District will receive $25 million in federal funds over the next several years to expand its desalination program, increasing fresh water stocks and reducing dependence on water imports, the agency announced Tuesday. The Perris-based EMWD was selected to receive the additional funding under the recently approved federal Water Resources Development Act, and the U.S. Army Corps of Engineers will be responsible for distributing the funds.

Trump Signs Spending Bill That Could Send Millions of Dollars to the Salton Sea

President Donald Trump on Sunday signed a roughly $900 billion stimulus package meant to tackle both COVID-19 relief as well as federal spending. Tucked in the 5,593-page-long law, courtesy of Southern California Democrats, are provisions that hold the potential to unlock millions of dollars of new federal spending to address the Salton Sea.

The bill notably modifies the Water Resources Development Act by authorizing the U.S. Army Corps of Engineers to expedite a study on the feasibility of constructing a perimeter lake around the Salton Sea. It’s one of the large-scale plans floated to address the lake’s woes, and this move could speed up the process.

The law also includes more than $150 million for the Army Corps to carry out such studies on water issues at the Salton Sea and elsewhere.

Congress Approves Regional Projects, Funding for Camp Pendleton

Congress is expected to pass two bills before the end of the year that will bring millions to the region for local priorities including Camp Pendleton construction projects as well as area bluff erosion and flood protection projects.

Earlier this month, the House of Representatives passed the Water Resources Development Act, a bill that authorizes development for local projects in partnership with the US Army Corps of Engineers. Specifically, the bill includes an authorization for the San Luis Rey River Flood Protection project in Oceanside and the Del Mar bluffs shoreline project.

The Senate and House will negotiate soon on robust legislation for water infrastructure projects, which is especially critical for water and wastewater facilities during the coronavirus pandemic.

Utilities Ramp Up Lobbying for Relief, Broader Reforms

The nation’s water utilities, facing more than $27 billion in lost revenue from the pandemic, are ramping up their outreach to Congress as lawmakers prepare to act on infrastructure legislation and additional relief in the face of a historic pandemic.

In addition to a flurry of letters and meetings, advocacy groups and lobbyists with congressional expertise are pushing for provisions in both Water Resources Development Act bills moving through the House and Senate, and the next round of COVID-19 stimulus funds.

In the near term, the bills could be a lifeline for both residents and utilities reeling from the economic fallout of the pandemic.

Over the longer term, some hope the bills could provide a pathway for revamping a highly fractured, aging water system — old lead pipes, vulnerable dams and 1,500 drinking water systems in violation of the Safe Drinking Water Act, said Robert Powelson, CEO of the National Association of Water Companies.
