With Oct. 1 marking the beginning of a new water year, Mendocino County officials reported recently that local water districts are preparing for what could be another dry year.
In the latest update from the Mendocino County Water Agency, local water managers are quoted as describing their current status and outlook.
The city of Ukiah made its first delivery of recycled water through its extensive Purple Pipe system this week, putting about 2 million gallons of water reclaimed from local sinks, showers and toilets into an irrigation pond just south of the Ukiah Valley Wastewater Treatment Plant.
On March 29, the State Water Resources Control Board announced that cannabis cultivators with water rights are not allowed to divert surface water for cannabis cultivation activities at any time from April 1 through October 31 of this year unless the water diverted is from storage. The Board’s action is what is known as a “forbearance order” that is a central provision in state marijuana legalization policy. It’s really just common sense because it prohibits using water from surface sources, such as streams, creeks, and rivers during California’s dry season.
There’s a bill that’s been resurrected after not going anywhere last year in the state Senate that if approved would impose for the first time in California a tax on public drinking water for both homes and businesses. It was a bad idea the first time around, and its standing has not improved with its reintroduction this session. SB 623, sponsored by Sen. Bill Monning, D-Monterey, would generate $2 billion over 15 years allegedly for a Safe and Affordable Drinking Water Fund, which would provide emergency water and longer-term system fixes for hundreds of communities whose tap water doesn’t meet safe drinking-water standards.
