California’s Water Wars Serve As a ‘Bellwether’ for Colorado River Negotiations

After three decades of water wars in Southern California, policy experts hope a new era in collaborative management will offer inspiration for the ongoing and complex negotiations over Colorado River allocations amid a historic and deepening drought.

“Those lessons need to catapult us forward,” said Patricia Mulroy, former head of the Southern Nevada Water Authority, during the fall meeting for the Association of California Water Agencies in December. “These states, these constituencies, these communities cannot afford for these discussions to crater. Failure is not an option.”

Five wells punch the scorching Nevada desert.

Water in this area is locked underneath the ground. It flows silently and invisibly as part of an aquifer stretching roughly 50,000 square-miles. Much of this water collected here thousands of years ago when lakes covered most of Nevada. Now wells are summoning it for human use. The problem is there’s not enough to go around.

At the center of this tension are the five wells.

A housing developer, Coyote Springs Investment, owns four wells, planted to one day pump water for a sprawling new community in the desert, filling the highway stretch about 50 miles northeast of Las Vegas. The remaining well belongs to the Southern Nevada Water Authority.

After 30 Years and $330 Million Spent, Water Agency Shelves Las Vegas Pipeline Plan

Citing conservation gains and a third straw to the bottom of Lake Mead, the Southern Nevada Water Authority on Thursday voted to shelve a proposal for a multi-billion pipeline that would have moved water from Northern and Eastern Nevada to Las Vegas.
