Researchers Blast ‘Forever Chemicals” into Oblivion With Plasma

Christopher Sales is an environmental microbiologist, and until recently, his world was about harnessing the power of microorganisms to break down contaminants in the environment. But a resilient intruder that does not succumb to the same old tricks has shaken up the remediation community and led Sales to look outside of his field for a solution. It’s a chemical that’s been found in water, soil, and food all over the planet: PFAS.

PFAS (per- and polyfluoroalkyl substances) are a group of chemical compounds used in carpet, waterproof clothing, nonstick pans, and many other common products, that have gone unregulated and been dumped into the environment for decades.

California could one day have a quick-strike panel focused on spotting emerging contaminants in drinking water to see if they pose a danger and need immediate attention.

The state also could certify labs to increase the amount of so-called forever chemicals that can be tested for in drinking water, aquifers, lakes, and streams.

The two initiatives are among more than 300 bills relating to energy and environment policy filed by California legislators in the 2020 session. They tackle issues like water contamination, wildfires, recycling, air quality, and other matters affecting the state’s nearly 40 million residents.

EPA Closer to Regulating PFAS in Drinking Water

The EPA has made an initial determination that it will eventually set legal limits for levels of two key PFAS chemicals in drinking water, the agency announced Thursday.

Under the Safe Drinking Water Act, the “preliminary regulatory determination” announced Thursday is the last step before the Environmental Protection Agency proposes limits on the releases of the two chemicals in drinking water and groundwater supplies. That announcement could still be months away.

The chemicals at issue are perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS), two of many within the class of chemicals called PFAS, or per- and polyfluoroalkyl substances. Scientists have linked PFAS chemicals—common in nonstick coatings and firefighting foam—to health problems including higher cholesterol, birth defects, and cancer.

More states are stepping up to protect people from drinking water contaminated with “forever chemicals” in the absence of federal enforcement.

Twenty-three states are writing their own guidance, regulations, or legislation that would address drinking water contaminated with per- and polyfluoroalkyl substances, also known as PFAS.

The family of thousands of chemicals, once used in Teflon and Scotchgard, may cause liver tissue damage, immune system or thyroid problems and increased cholesterol levels, according to the Environmental Protection Agency. The substances require massive amounts of energy to fully break down, enabling them to persist in the environment, seemingly “forever.”

The billion-dollar companies that made and used chemicals now popping up in water supplies around the country are switching to newer alternatives, but they haven’t escaped liabilities for historic environmental contamination.

The chemicals, known as per- and polyfluoroalkyl substances or PFAS, have become ubiquitous in everyday consumer goods as well as in specialized industrial applications. For some of the companies, including 3M Co. and the Chemours Co., liabilities from their PFAS operations have negatively affected the value of their stock.

A growing health crisis fueled by synthetic chemicals known as per- and polyfluoroalkyl substances, or PFAS, in groundwater has garnered much attention in the last few years.

The reported levels could be “just the tip of the iceberg,” as most of the chemicals are still migrating down slowly through the soil, according to Bo Guo, University of Arizona assistant professor of hydrology and atmospheric sciences.

Nearly 3,000 synthetic chemicals belong to the PFAS class. They have been used since the 1940s in food packaging, water-resistant fabrics, non-stick products, pizza boxes, paints, firefighting foams and more, according to the Environmental Protection Agency.

California County Shuts Down Fifth of Water Wells Over PFAS

California wants to slash the allowable levels in drinking water for two “forever chemical” compounds, immediately prompting agencies supplying water to 2.5 million residents in Orange County to remove a fifth of their wells from service.

The State Water Resources Control board Thursday said it planned to dramatically lower its response levels for perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS), though actual drinking water standards are still years away.

The response levels require water suppliers to install treatment, and remove wells from service if they exceed the thresholds. Notifying customers is required if districts plan to keep wells in service without treatment for an extended period.

Orange County oversees the area’s groundwater basin and provides water to 19 agencies, which rely on underground supplies for 77% of deliveries. The remainder comes from the Colorado River and Metropolitan Water District of Southern California, which supplies water to 19 million people in the region.

FDA Expands Efforts to Detect PFAS in Food

The Food and Drug Administration is expanding its own capacity to test foods for certain “forever chemicals,” a senior agency official said Monday.

Expanded federal laboratory capability should help as the Department of Defense, states, and scientific researchers increase their testing of per- and polyfluoroalkyl substances (PFAS) near military, industrial, and other sites with a history of having used the man-made chemicals.

The additional federal resources should also help state agencies dealing with suspected PFAS contamination in food.
