Poseidon Desal Plant in Carlsbad Needs $159M Upgrade. Ratepayers Will Foot the Bill

The Poseidon desalination plant in Carlsbad — by far the San Diego region’s most expensive supply of water — is about to get even more costly.

Under pressure from state environmental regulators, the company is now scrambling to complete an estimated $159-million overhaul of its system for pulling ocean water from the Agua Hedionda Lagoon up to its $1-billion reverse-osmosis facility perched atop a nearby hill.

Tapping In: Water District Seeks Partner for Ocean Desal Project

While the progress of the Doheny Ocean Desalination Project appears to now be gaining steam, South Coast Water District staff members are aware of the process’ tediousness.

The project, which would construct a facility on SCWD-owned property near San Juan Creek to draw water through the ocean, remove all the salt, and distribute clean drinking water throughout the district—including Dana Point and partnering entities—has been in the works for more than 15 years.

Marin Desalination Prospects Fade in Favor of Imports

The Marin Municipal Water District is moving away from plans to acquire temporary desalination plants and instead is exploring purchasing more water from Sonoma County during the winter months.

“We are determining that this is really not a feasible approach for the current drought where winter water does seem promising,” Paul Sellier, the district operations director, told the board on Oct. 19.

Eastern Municipal Water District To Receive $25M In Federal Funds

The Eastern Municipal Water District will receive $25 million in federal funds over the next several years to expand its desalination program, increasing fresh water stocks and reducing dependence on water imports, the agency announced Tuesday. The Perris-based EMWD was selected to receive the additional funding under the recently approved federal Water Resources Development Act, and the U.S. Army Corps of Engineers will be responsible for distributing the funds.

Doheny Desalination Plan Met with Caution, Delays

As it enters its 20th year of planning and preparation, a desalination plant proposed near Doheny State Beach continues to be met with delays and uncertainty.

In mid-2018, officials were predicting that the operation could be turning ocean water into drinking water as soon as 2021. Now, the project will be doing well to simply win all required permits by the end of next year.

SCWD to Receive $8.3M From Feds For Desalination Project

South Coast Water District is set to receive an $8.3 million federal grant for the Doheny Ocean Desalination project secured during the previous round of funding, a district spokesperson said Wednesday. The grant from the U.S. Bureau of Reclamation was green lighted by Congress in 2019. SCWD is in line to receive an additional $11.7 million grant for the desalination project that could potentially be approved by lawmakers this year or next.
