Amid worsening drought in the West that threatens the region’s water and food supplies, Vice President Kamala Harris went to Lake Mead on Monday to pitch the Biden administration’s infrastructure and climate change plans, saying they would create jobs and respond to climate change.

“It is critical that we as a nation understand that we have within our hands, within our possession, the ability to actually change the course of where we’re headed,” Harris said, standing in front of a lectern with Lake Mead — and its precipitously low water levels — as a backdrop. “Let’s get these bills passed.”

Biden Pursues Reversal of Rules for Water Projects

The struggle over management of water supplied through the Sacramento-San Joaquin Delta continues as the Biden administration seeks a reversal of rules put in place by agencies under the Trump administration.

Last week, the U.S. Bureau of Reclamation sent a letter to federal fisheries agencies and announced it is reinitiating consultation of the U.S. Fish and Wildlife Service and National Marine Fisheries Service 2019 biological opinions related to the coordinated, long-term operation of the Central Valley Project and State Water Project.

The two water projects are California’s primary water-delivery systems that guide pumping of water through the Sacramento-San Joaquin Delta, sending water south to tens of millions of people and to millions of acres of farmland.

President Biden has made a push to remove the nation’s lead pipelines a cornerstone of his infrastructure agenda, but a requirement to make that happen is noticeably MIA in EPA’s current rule.

Advocates hope that changes.

“If EPA doesn’t require them to do it, our concern is that, frankly, utilities have had decades to replace their lead service lines or even to identify their lead services lines,” said Erik Olson, head of the Natural Resources Defense Council’s health program. “The ball has been in their courts for decades, and they’ve not done what’s needed.”

The Senate on Tuesday approved an expansive bill to rebuild the nation’s aging roads and bridges, with $8.3 billion specifically targeted to water infrastructure projects in the West and billions more to fund national projects to mitigate the impact of wildfires.

After months of negotiation among President Biden, Democrats and a group of moderate Republicans to forge a compromise, the Senate voted 69 to 30 in favor of the legislation. In the end, it had support from 19 Republicans, including Minority Leader Mitch McConnell of Kentucky.
