City of San Diego Celebrates Barrett Reservoir 100 Year Anniversary

Barrett Reservoir marks its first century of service, playing an important role in the City of San Diego’s water supply system. Barrett is one of nine reservoirs that make up part of the City’s vast water system. Fishing season opens at the reservoir on May 4.

“For 100 years, Barrett Reservoir has served as an integral part of our drinking water system and will continue to do so for the foreseeable future,” said Juan Guerreiro, interim director of the San Diego Public Utilities Department. “Barrett is also a popular recreation area that San Diegans enjoy.”

Barrett Reservoir was created with the completion of Barrett Dam in 1922 after about three years of construction. Named after George Barrett, who owned the land at one time, the reservoir is located at the confluence of Cottonwood and Pine Valley creeks.

Barrett captures rainwater runoff only and is not fed by imported water. The reservoir’s water storage capacity is more than 34,800 acre-feet. Water from Barrett is transferred to the Lower Otay Reservoir via the Dulzura Conduit before being treated at the City’s Otay Water Treatment Plant for distribution to customers.

Fishing reservations

Public access to Barrett has been offered on a limited basis by reservation only since 1994. Fishing season runs from May to September, and waterfowl hunting is allowed from mid-October through January. Visitors can enjoy boating, kayaking, and float tubes, and the recreation area includes picnic areas, barbecues, and restrooms.

Fishing reservations are on sale through Ticketmaster. You must buy your ticket at least one day before your fishing day. A valid California Fishing License is required for anglers 16 years of age or older. California Department of Fish and Wildlife Freshwater Sport regulations and City regulations are strictly enforced. Fish available at Barrett include largemouth bass, bullhead catfish, crappie, and sunfish.

Reservations for waterfowl hunting at Barrett are sold in advance via a lottery draw method in October.

New Water Tank in Mission Trails Nearly Complete and Will Soon Disappear

Construction of the new Flow Regulatory Structure II, or FRS II, in Mission Trails Regional Park is nearing completion. The structure is now completely enclosed on all sides and was successfully tested.

Construction crews have started placing soil around the exterior walls to begin burying the structure. In the next three weeks, the roof will be covered so the facility is concealed. Water is expected to begin flowing into FRS II in June 2022.

The new structure, located in the northwest portion of Mission Trails Regional Park, is part of a San Diego County Water Authority project to upgrade the untreated water system that delivers water to treatment plants servicing the central and southern areas of the county, helping to balance the flow of untreated water. Once in operation, the FRS II will be capable of holding nearly five million gallons of water – enough water to fill seven Olympic-sized swimming pools.

Area will be restored with natural vegetation

Revegetation efforts will begin after FRS II is work is complete this fall. The topsoil was removed and stored onsite and will be returned help restore native plants and vegetation to pre-construction conditions.

Before the project began, 225 pounds of live seed was gathered from within Mission Trails Regional Park and taken to a dedicated nursery. From these seeds, more than 22,000 native plants are being grown and will be planted over a 17-acre area. Once planted, there will be a 120-day plant establishment period followed by five years of maintenance and monitoring to assure successful implementation.

Construction began in March 2020 just as the coronavirus pandemic began. As an essential infrastructure project, construction on the water project continued during the pandemic.

The Water Authority operates and maintains a regional water delivery system capable of delivering 900 million gallons of water per day.

Sweetwater Authority Approves Pipeline Projects in Bonita and the City of National City

Chula Vista, Calif. – The Sweetwater Authority (Authority) Governing Board approved $2.4M in pipeline projects in Bonita and National City to ensure continued reliable water service for customers. The Board voted to approve these projects at its April 27 Governing Board meeting. SRK Engineering was awarded the contract for construction that will begin in June 2022.

Padre Dam Board Holds Revenues Steady for Next Five Years

April 27, 2022 – Padre Dam Municipal Water District’s Board of Directors unanimously approved a zero percent revenue increase for the District’s water and wastewater operations over the next five years – for Fiscal Years 2023-2027. The decision to adopt this approach to not increase revenue for the next five year period was based on the Board’s desire to minimize customer rate impacts as well as the District’s strong financial position of the water and wastewater operation funds.

Repair Work on Hodges Dam to Begin

As part of continuing efforts to maintain and invest in City of San Diego infrastructure, repair work starts within the next two weeks on Hodges Dam, at the Hodges Reservoir north of Rancho Bernardo.

“It’s been over a century since Hodges Dam was constructed, and we are making significant investments to maintain this vital asset,” said Alia Khouri, Deputy Chief Operating Officer. “Projects like this one are crucial for the City’s aging infrastructure system in order to maintain the safe and efficient delivery of City services.”

During a recent inspection, staff identified areas in the dam wall that require repair and need to be sealed. To access these areas, the water level of the reservoir needs to be lowered by approximately 18 feet from its current level to an elevation of 275 feet. The reservoir may need to be lowered below 275 feet if additional areas needing repair are identified during the project. The repair project is expected to continue for an estimated five months.

The primary function of Hodges Reservoir is to store water for potable use. The City is working with its regional water agency partners on a plan to draw down the reservoir level to maximize water savings. Most, if not all, of the water will be transferred to other reservoirs, while some water may be released into the San Dieguito River.

“The City of San Diego is committed to maintaining Hodges Dam to ensure the protection of our water resources and public enjoyment of the reservoir,” said Juan Guerreiro, Interim Director of the City’s Public Utilities Department. “We appreciate the public’s patience while we complete the project.”

To access areas of the Hodges Dam for repairs, the water level of the reservoir needs to be lowered by approximately 18 feet from its current level to an elevation of 275 feet. As a result of the lower water level, the Hodges Reservoir will be closed for recreation while the repair project is underway. Boating and fishing will still be available at other City of San Diego reservoirs. The San Dieguito River Park trails and facilities around Hodges Reservoir will not be impacted during the drawdown or dam construction work.

Operated and maintained by the San Diego Public Utilities Department, the reservoir currently serves the San Diego County Water Authority, San Dieguito Water District, and Santa Fe Irrigation District, and the City of San Diego. San Diego operates nine reservoirs, including Hodges.

MWD’s Water-Use Mandates Don’t Impact San Diego Region

April 26, 2022 – “The Metropolitan Water District of Southern California’s Board of Directors today voted to implement a series of actions to address serious water shortages in parts of its service area that solely depend on the State Water Project. Those restrictions do not directly affect residents and businesses who receive water from the San Diego County Water Authority through their retail water provider because our region is not currently receiving water from the State Water Project.

“The San Diego region continues to have reliable water supplies for 2022 and beyond due to a long-term commitment to conservation and investments in a diversified water supply portfolio, including drought-resilient sources like the Claude “Bud” Lewis Carlsbad Desalination Plant. However, extreme drought conditions are felt widely across the West, and we strongly support agencies taking appropriate conservation actions where they are needed.

“The Water Authority’s Board of Directors has not enacted water-use mandates as we wait for the State Water Board’s direction and final emergency regulations in late May. In addition, Water Authority’s diversified supplies remain intact.

“We continue to support the Governor’s call for increased voluntary conservation at homes and businesses. We encourage actions such as taking shorter showers and fixing leaks immediately, along taking advantage of rebates for replacing turf with landscapes that are WaterSmart and climate-appropriate.”

Manchester Avenue Potable Water Pipeline Replacement Project Completed

The Olivenhain Municipal Water District recently completed the Manchester Avenue Potable Water Pipeline Project. In total, 3,700 linear feet of aged potable water pipeline was replaced along Manchester Avenue, Rancho Santa Fe Road and Encinitas Boulevard.

The pipelines previously serving water in this area were installed in 1961 and were approaching the end of their lifespan. OMWD takes a proactive approach in repairing and replacing aging water infrastructure to avoid leaks and ensure the continuation of uninterrupted water service to its customers. In the third year of drought in California, projects like this pipeline replacement, help save potable water and reduces costs to ratepayers.

“Emergency leaks are very costly, can waste millions of gallons of water, and can be disruptive to surrounding communities,” said Bob Topolovac, OMWD board director. “The investments we made to prevent these emergencies will benefit our ratepayers well into the future.”

Pipelines replaced included:

  • Approximately 1,900 linear feet of 12-inch pipeline in Manchester Avenue from Colony Terrace north to Encinitas Boulevard
  • Approximately 450 linear feet of 12-inch pipeline in Encinitas Boulevard west of Rancho Santa Fe Road
  • Approximately 500 linear feet of 12-inch pipeline in Rancho Santa Fe Road north of Encinitas Boulevard
  • Approximately 850 linear feet of eight-inch pipeline in South Rancho Santa Fe Road

To minimize the impact on the surrounding community, construction took place mainly at night. The project was completed on time and with no major disruptions or water outages to the impacted community. OMWD coordinated with the City of Encinitas on a traffic management plan to mitigate construction traffic, and there were no significant traffic impacts.

Sweetwater Authority Strives to Continue To Improve Water Quality In Its Service Area

Chula Vista, Calif. – Earlier this month, Sweetwater Authority (Authority) received calls from customers in the City of National City regarding discoloration of their drinking water. Upon receiving these calls, staff from the Authority’s Water Quality department deployed staff into the field to perform site investigations at several homes and businesses. An in-depth investigation led staff to find a significant change in system pressure, which was the result of a new water main that was being installed and a zone valve being inadvertently opened. Once this valve was closed, the water discoloration ceased. The Authority is working on continued enhancements to its best management practices to mitigate these types of events from occurring in the future.
