Drought Threatens to Close Calif. Hydropower Plant for First Time

A California power plant likely will shut down for the first time ever because of low water during a prolonged drought, squeezing the state’s very tight electricity supplies, state officials said yesterday.

The Edward Hyatt power plant, an underground facility next to Oroville Dam in Butte County, is expected to close in August or September, said John Yarbrough, California Department of Water Resources assistant deputy director of the State Water Project.

Gov. Jared Polis has recently declared a drought emergency for the region and the rest of western Colorado.

Calif. Businesses and Residents to Cut Water Use by 15%

Signing an Executive Order on July 8, California (CA) Governor Gavin Newsom has asked Californians to voluntarily cut their water use by 15% to mitigate severe drought conditions across the state, and to protect water reserves and help maintain critical flows for fish and wildlife.

During the last drought from 2012 to 2016, Californians were ordered to cut their water use by an average of 25% statewide. With the new drought emergency declarations, there is still no statewide emergency or mandate to reduce water use.

The request applies to businesses and agriculture as well as residents. Meeting the target could save enough water to supply 1.7 million average households for one year, according to state officials. Fifty counties, about 42% of the state’s population, are now under drought emergencies — essentially everywhere except San Francisco and urban Southern California.

A Delta in Distress

Global warming has already left its mark on the backbone of California’s water supply, and represents a growing threat to its first developed agricultural region, state experts have warned in a new study.

The Sacramento-San Joaquin Delta fuels California’s $3 trillion economy, including its $50 billion agricultural industry, sustains more than 750 plant and animal species and supplies 27 million people with drinking water.

Opinion: State Should Help Fund Local Water Resilience Projects

On July 8, Gov. Gavin Newsom expanded two earlier drought emergency declarations to cover 50 of the state’s 58 counties. In May, he directed state agencies to consider easing requirements for reservoir releases to conserve water upstream, and to make water transfers easier. Both are needed.

Notably, the governor’s emergency proclamation did not impose water conservation mandates. Instead, Gov. Newsom is leaving water conservation to each region — a smart and necessary approach that incentivizes regional investments in water supply.

Emergency conservation orders address short-term water shortages, but don’t move us toward the long-term goal of drought resilience. That requires strategic investments in local drought-resilient water supply projects, costs mostly borne at the local level.

The state recently took a step in the right direction by approving $3.5 billion in budgeted funds for water projects, but the details of how that money will be used are still being worked out. It is important that funds are directed to local drought-resilience projects. That would go a long way toward accelerating the 21st-century water solutions we need.

Consider our two regions: Sacramento and San Diego. We both have dry summers, but our water supplies are very different.

San Diego’s water comes from locally developed and imported water sources. Sacramento’s supplies come from nearby rivers fed by snowmelt and groundwater. That’s why we’ve chosen to solve our water supply challenges very differently.

Severe Drought Threatens Hoover Dam Reservoir – and Water for US West

Had the formidable white arc of the Hoover Dam never held back the Colorado River, the US west would probably have no Los Angeles or Las Vegas as we know them today. No sprawling food bowl of wheat, alfalfa and corn. No dreams of relocating to live in a tamed desert. The river, and dam, made the west; now the climate crisis threatens to break it.

The situation here is emblematic of a planet slowly, inexorably overheating. And the catastrophic consequences of the extreme weather this brings.

“Water Battery” Being Considered on Mokelumne River

Earlier this year, GreenGenStorage received a renewal of their licensing period to submit Pre-Application Documents to the Federal Energy Regulatory Commission for their proposed Mokelumne Pumped Storage Water Battery Project. The developer hopes to submit their PAD by the end of the year for the project, which would utilize excess solar and wind energy to power their pumped storage technology, thereby generating electricity for the grid at peak energy-usage hours.

“During the midday peak of solar energy generation, we would pump water uphill to an upper reservoir,” Nicholas Sher, manager at GreenGenStorage said. “Then in the evening where energy usage is consumed the most, we would release that water downstream and it would drive a turbine, thus generating energy. Then by soaking up wind power in the evenings for release in the morning peak hours, we’re essentially just time-shifting renewable energy.”

By using renewable energy to transfer water back and forth between two reservoirs, the project would be a non-consumptive means of using water to generate power. In the case of the Mokelumne Pumped Storage Water Battery Project, the Salt Springs Reservoir has been identified as the lower reservoir, as it already has a small hydro-facility on it that generates about 44 megawatts of energy.

Two options are currently being explored for the upper reservoir that Salt Springs would be connected to via penstock pipes: the Lower Bear or Upper Bear Reservoir.
