Fallbrook Public Utility District (FPUD) and Rainbow customers will have the opportunity to vote in the Nov. 7, 2023 election to consider switching water wholesalers, leaving the San Diego County Water Authority and instead purchasing water from Eastern Municipal Water District.
The district board called the election after receiving approval from the San Diego Local Agency Formation Commission (LAFCO) to proceed.

Separate 8-0 LAFCO board votes Monday, Feb. 1, approved the municipal service reviews for the Resource Conservation District of Greater San Diego, the Mission Resource Conservation District and the Upper San Luis Rey Resource Conservation District while approving a sphere of influence update for each RCD which does not alter the sphere boundaries. LAFCO also had a presentation and discussion on the Sustainable Groundwater Management Act that morning, although no board action was taken.

A resource conservation district does not have regulatory power but is classified as a special district and is thus subject to Local Agency Formation Commission governance. San Diego County’s LAFCO undertakes periodic municipal service reviews for all special districts, and the draft municipal service review for the three resource conservation districts in San Diego County was discussed at the Dec. 7 LAFCO board meeting.
San Diego’s County’s Local Agency Formation Commission approved a committee to review issues regarding the proposed detachment of the Fallbrook Public Utility District and the Rainbow Municipal Water District from the San Diego County Water Authority.
An 8-0 LAFCO board vote June 1 approved the composition of the committee, although LAFCO executive officer Keene Simonds will appoint the specific members and the list of tasks for the committee.
“We have agreement with the County Water Authority, Rainbow and Fallbrook,” said county supervisor Dianne Jacob, who is the chair of the LAFCO board.
“We have consensus on the tasks. I think we have a working agreement on the composition,” Simonds said.
The San Diego County Water Authority Board of Directors on May 28 voted to support a comprehensive evaluation of the impacts of detachment proposals by the Rainbow and Fallbrook water districts to ensure that ratepayers and property owners in those districts and the rest of the county are protected from potential impacts and given a meaningful opportunity to engage in the process.
Valley Center farmers aren’t alone when it comes to the high cost of water. But it could get lonelier and costlier if two neighboring water districts unyoke from the Water Authority to get a fresh start in Riverside.
In December, the boards of the Fallbrook Public Utility District and the Rainbow Municipal Water District voted to begin detachment from the San Diego County Water Authority in order to join Riverside’s Eastern Municipal Water District.
