Southwest Contracted for North River Road Sewer Repairs

Southwest Pipeline & Trenchless Corp. was given the Rainbow Municipal Water District contract for the second phase of the North River Road Land Outfall pipeline repairs.

A 4-0 Rainbow board vote Aug. 25, with Helene Brazier abstaining, awarded Southwest the contract for the company’s bid amount of $608,968. That phase will line high-priority sections with cast in place pipe. Approximately 9,000 feet of pipe will be included in that rehabilitation.

“It’s an important project to ensure the reliability of our wastewater service,” Tom Kennedy, Rainbow general manager, said.

FPUD Approves Additional LAFCO Deposit

San Diego County’s Local Agency Formation Commission requires a deposit to process applications to LAFCO for jurisdictional changes, and the Fallbrook Public Utility District will be providing an additional deposit to process the application for FPUD to detach from the San Diego County Water Authority and annex into the Eastern Municipal Water District.

A 5-0 FPUD board vote, Monday, Aug. 24, authorized an additional $62,220 deposit to LAFCO. The deposit is expected to cover an additional 510 hours of LAFCO staff time at LAFCO’s rate of $122 per hour.

RWQCB Rescinds Waste Discharge Orders for Color Spot, Oak Crest, Rancho Corrido

The Regional Water Quality Control Board rescinded waste discharge orders for Color Spot Foliage Inc., the Oak Crest Treatment Plant and the Rancho Corrido Recreational Vehicle Park. The RWQCB actions, Aug. 12, do not eliminate the waste discharge restrictions but rather incorporate those facilities into a general order so that reporting for individual facilities can be consolidated.

SCW Given Contract for North River Road Sewer Repairs

SCW Contracting Corporation was awarded the Rainbow Municipal Water District contract for the first phase of the North River Road Land Outfall pipeline repairs.

The July 28 Rainbow board meeting included a 5-0 vote to award the work to SCW, which is based in the town of Rainbow. The contract will be for $474,000.

FPUD Awarded Grant for Indirect Potable Reuse Pilot Project

The state’s Department of Water Resources has a grant program for Integrated Regional Water Management projects, and the most recent award of grants includes $687,500 to the Fallbrook Public Utility District for an indirect potable reuse pilot project.

DWR officially awarded $15 million in grant funds to the San Diego County Water Authority, July 8. The SDCWA will use $1,440,000 for regional water use efficiency programs, and $920,180 will be used by the CWA to administer the grants.

Rainbow MWD Awards North River Road Land Outfall Rehabilitation Contract

The Rainbow Municipal Water District will be rehabilitating its North River Road Land Outfall pipeline, and Hoch Consulting will be preparing the bidding documents and providing engineering support to the Rainbow district.

A 5-0 Rainbow board vote, June 23, approved a $151,180 contract with Hoch Consulting, which is headquartered in San Diego. The contract does not have a specific end period, although construction is anticipated to begin in early 2021 and take approximately eight weeks.

“It’s an important project to maintain a critical part of our wastewater infrastructure,” Tom Kennedy, Rainbow general manager, said.

Rainbow MWD Begins Process for Replacing Headquarters

The Rainbow Municipal Water District is hoping to fund the replacement of its current headquarters building through the sale of land, and a request for qualifications to provide development study services resulted in that study services contract was awarded to MasterCraft Homes Group, LLC.

Rainbow’s board voted 5-0 June 23 to award the contract and in the absence of board authorization for additional compensation, the contract will be for $122,324.

SCW Given Rainbow MWD Contract for Vista Valley Villas Pressure-Reducing Station

SCW Contracting Corporation received the Rainbow Municipal Water District contract to install the new Vista Valley Villas Pressure-reducing Station and associated infrastructure.

The company based in the town of Rainbow was awarded the contract on a 5-0 vote by Rainbow Municipal Water District board members Tuesday, June 23. The contract value of $334,700 matches the SCW bid for the project. The Rainbow board action also found the work categorically exempt from California Environmental Quality Act review.
