San Elijo’s Water Reclamation Facility Named “Plant of the Year”
The San Elijo Joint Powers Authority’s water reclamation facility near San Elijo Lagoon on Manchester Avenue in Encinitas was named “Plant of the Year” by the California Water Environment Association, the agency announced today.
The award recognizes accomplishments in compliance, innovative practices, cost-effectiveness and superior plant performance amongst wastewater agencies across California.
San Elijo’s medium-sized facility earned the accolade for its commitment to renovating aging infrastructure, collaborating with San Diego State University and utilizing student research, prioritizing staff development and integrating computer modeling into day-to-day operations, according to a recent release.

“What really impressed the judges about the San Elijo submittal was that they scored well in every category,” said Brian Peck, a delegate for the California Water Environment Association, on June 15 when presenting the award to the board of directors.
San Elijo serves Encinitas, Solana Beach, Del Mar and portions of Rancho Santa Fe and can process more than 5 million gallons per day of wastewater and stormwater.
The agency employs advanced treatment technology to produce recycled water for industrial uses and irrigation at golf courses, schools, parks, streets, greenbelts and the Del Mar Fairgrounds.
San Elijo delivers recycled water through several local partnerships, including Olivenhain Municipal Water District, San Dieguito Water District, Santa Fe Irrigation District and the City of Del Mar.

OMWD’s “AAA” Bond Rating Reaffirmed as Board Reduces Budget by 2.67 Percent
Encinitas, Calif. — At its meeting this evening, Olivenhain Municipal Water District’s Board of Directors approved budget cuts following confirmation of OMWD’s exceptionally strong financial profile. The board was notified that Fitch Ratings, a global rating agency that offers independent credit opinions, has reaffirmed OMWD’s “AAA” bond rating with a stable outlook, the highest possible rating assigned by Fitch. The board also approved a revised budget for Fiscal Years 2021 and 2022 that saves over $1 million versus the originally approved budget.
OMWD Recognizes Local Students for “Love Water, Save Water”
Encinitas, Calif. — Winners of the annual “Love Water, Save Water” youth poster competition were recognized by Olivenhain Municipal Water District’s Board of Directors at its June 16 meeting.
Students from fourth grade classes in OMWD’s service area participated in this year’s competition. All three winners are from Stone Ranch Elementary School in 4S Ranch.
The first place winner was Norah Shin. Her poster features a faucet with a globe-colored water drop positioned between two hands making a heart.
OMWD’s 4S Ranch Water Reclamation Facility Earns Statewide Plant of the Year Honors
Encinitas, Calif. — Olivenhain Municipal Water District’s 4S Ranch Water Reclamation Facility was honored today by California Water Environment Association as its 2021 Plant of the Year (Small).
Presented during CWEA’s Virtual Conference and Expo, the award recognizes accomplishments with regard to regulatory compliance, innovative practices, employee development, cost-effectiveness, and other evidence of superior plant operations.
Neal Meyers Appointed to OMWD Board of Directors
Encinitas, Calif. — Neal Meyers was sworn in this evening as Olivenhain Municipal Water District’s newest director, representing Division 5 of OMWD’s service area. The appointment of Mr. Meyers fills the seat vacated by the retirement of outgoing director Ed Sprague.
“We are excited to welcome an individual of Neal’s caliber to the Board of Directors,” stated OMWD Board President Larry Watt. “His experience with special district law and operations, as well as his expertise with risk management, will allow him to hit the ground running and continue OMWD’s tradition of responsive and transparent governance.”

Diversifying California’s water portfolio by investing more in recycled water is a critical strategy in doing so, now and for our future generations.”

Recycled water
OMWD’s 4S WRF can produce up to two million gallons of recycled water each day. This alternative water supply is used for irrigation purposes at schools, parks, golf courses, streetscapes, and homeowner association common areas in the southeastern portion of OMWD’s service area.
“We appreciate the work of CWEA to advocate for realistic regulatory requirements for water agencies, helping us to maintain affordable rates for our ratepayers,” said Lane. “The way to move forward is by working together to create a thriving California that has enough fresh, clean and affordable water for people, food, and the environment alike.”
Proactive maintenace of infrastructure
4S WRF operators inspect and maintain more than 85 miles of sewer collection system pipelines, as well as equipment at the facility, lift stations, a 410-acre-foot storage pond, and a one-million-gallon reservoir. Proactive maintenance is also a priority, helping to avoid costly emergency repairs and ensuring continued wastewater and recycled water services for customers.
This is the second time in three years OMWD has won the San Diego section award. In 2019, 4S WRF was also named California’s “Plant of the Year” by CWEA’s state office.
Founded in 1927, the California Water Environment Association is a nonprofit association of 9,000-plus professionals in the wastewater industry. The association trains and certifies wastewater professionals, disseminates technical information, and promotes sound policies to benefit society through protection and enhancement of our water environment.

OMWD’s Recycled Water Treatment Project Named Project of the Year
Encinitas, Calif. — Olivenhain Municipal Water District’s Ultraviolet Disinfection System Project was recognized today as a 2021 Project of the Year by American Public Works Association’s San Diego and Imperial County Chapter at its virtual awards event.
The UV project replaced an outdated system at OMWD’s 4S Ranch Water Reclamation Facility in order to continue serving high-quality recycled water. 4S WRF treats and disinfects wastewater for use as tertiary treated recycled water throughout 4S Ranch and the southeastern portion of OMWD’s service area. It can produce up to two million gallons of this alternative water supply for irrigation at schools, parks, golf courses, streetscapes, and homeowner association common areas.
