In their efforts to break away from the San Diego County Water Authority, two small farming communities have run into a powerful and unexpected foe: The Los Angeles-based Metropolitan Water District of Southern California.
At least, they ran into the man who chairs Metropolitan’s board: Adán Ortega Jr., a water policy consultant and former lobbyist elected in October to lead at Met.
Avocado growers in San Diego County are facing tough times as a result of the soaring cost of water coupled with ongoing drought and heatwaves.
The crop generated just $82.8 million throughout the region last year, down from $152.9 million in 2020, according to the county’s annual crop report. It was the first time the fruit generated less than $100 million a year since 1996.
San Diego’s Local Agency Formation Commission has an Advisory Committee on the Fallbrook/Rainbow Detachment which met Dec. 7, and the focus of that meeting was to introduce consultant Michael Hanemann and provide feedback on his proposed approach.
Bonsall resident Andy Vanderlaan will chair the 2021 meetings of San Diego County’s Local Agency Formation Commission, and he was also reappointed for another four-year term on the LAFCO board.
One 8-0 LAFCO vote Dec. 7 reappointed Vanderlaan as LAFCO’s public member. A separate 8-0 vote elected Vanderlaan as the LAFCO board chair for 2021 while electing County Supervisor Jim Desmond as the vice-chair for the 2021 meetings.
San Diego’s County’s Local Agency Formation Commission approved a committee to review issues regarding the proposed detachment of the Fallbrook Public Utility District and the Rainbow Municipal Water District from the San Diego County Water Authority.
An 8-0 LAFCO board vote June 1 approved the composition of the committee, although LAFCO executive officer Keene Simonds will appoint the specific members and the list of tasks for the committee.
“We have agreement with the County Water Authority, Rainbow and Fallbrook,” said county supervisor Dianne Jacob, who is the chair of the LAFCO board.
“We have consensus on the tasks. I think we have a working agreement on the composition,” Simonds said.
When the proposal for the Fallbrook Public Utility District and the Rainbow Municipal Water District to detach from the San Diego County Water Authority and annex to the Eastern Municipal Water District is heard by San Diego County’s Local Agency Formation Commission, a public vote will follow any LAFCO board approval.
LAFCO’s board voted 8-0 to call for a public vote, May 4, and the motion also included the creation of a technical advisory committee. LAFCO executive officer Keene Simonds will draft proposed tasks for the committee and a proposed membership composition, and LAFCO is scheduled to approve that criteria June 1.
