OMWD Receives Highest Achievement for Financial Reporting for 30th Consecutive Year
Encinitas, Calif. — Olivenhain Municipal Water District’s Board of Directors accepted at its May 21 meeting the Government Finance Officers Association of the United States and Canada Certificate of Achievement for Excellence in Financial Reporting. The award recognizes OMWD’s Annual Comprehensive Financial Report for the fiscal year ending June 30, 2024.
The annual report provides an overview of a government agency’s fiscal management, investment policies, and budget planning. The award represents a significant accomplishment by an agency, as GFOA states that it is the highest recognition that can be achieved in governmental accounting and financial reporting.
Helix Recognized for Excellence in Financial Reporting
The Government Finance Officers Association (GFOA) announced that Helix Water District received a Certificate of Achievement for Excellence in Financial Reporting for its fiscal year 2021-22 Annual Comprehensive Financial Report.
The district’s Annual Comprehensive Financial Report communicates the district’s finances after the fiscal year closes on June 30. The Certificate of Achievement recognizes the district’s efforts at organizing a financial document that is easy to read, understand and access.
Vista Irrigation District Receives National Award for Financial Reporting
Vista, Calif. — Vista Irrigation District has been presented with the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA) for its annual comprehensive financial report (ACFR) for fiscal year ending June 30, 2022. This certificate is the only national award for public sector financial reporting.
Helix Water District Recognized for Excellence in Financial Reporting
The Government Finance Officers Association (GFOA) recently announced that Helix Water District is the recipient of a distinguished budget presentation award for its fiscal year 2022-23 budget document.
“This award shows the commitment by the district’s board of directors and staff to serving the public with integrity, fiscal accountability, and transparency,” said Kathleen Hedberg, Helix Water District’s board president. “Our budget is well organized and easy to read. We want customers to easily see what we are doing, how we are efficient and how we keep our operating costs steady.”
Water District Appoints Ad Hoc Committee to Look at Accounting and Financial Systems
With an eye on improving the Ramona Municipal Water District’s accounting and financial reports, the district’s board of directors unanimously agreed Jan. 12 to appoint a two-person Ad Hoc Financial Reporting Committee, though the committee’s goals and objectives are being debated. The committee is tasked with reviewing and recommending potential changes to the district’s accounting practices and the contents and format of its financial reports, district officials said. The intent is to report the findings and make recommendations if appropriate to the board on Feb. 9.
OMWD’s Financial Reporting is Spotless According to Recent Audit
Encinitas, Calif. — At its December 9 meeting, Olivenhain Municipal Water District’s Board of Directors were presented the 2019 – 2020 Comprehensive Annual Financial Report, which received a clean bill of health from the independent audit of OMWD financial statements for the previous fiscal year.

This certificate is the only national award for public sector financial reporting.
Fitch Reaffirms OMWD’s “AAA” Bond Rating
Encinitas, Calif. — At Olivenhain Municipal Water District’s June 17 board meeting, OMWD staff notified its Board of Directors that Fitch Ratings, a global rating agency that offers independent credit opinions, has reaffirmed the district’s “AAA” bond rating with a stable outlook. AAA is the highest possible rating assigned by Fitch, and OMWD is one of only a handful of Southern California water agencies that have achieved this rating.
