Shameful. It’s the only way to describe the latest effort by a Southern California lawmaker to grab as much water as possible from the Sacramento-San Joaquin Delta without regard to the health of the largest estuary west of the Mississippi. Riverside County Rep. Ken Calvert, R-Corona, on May 8 slipped a rider into the 2019 House Interior and Environmental Appropriations bill prohibiting any judicial review of Gov. Jerry Brown’s $16 billion Delta twin-tunnels plan. It’s beyond outrageous.

It’s one thing to streamline environmental reviews for a major project, which happened for the Golden 1 Center in downtown Sacramento. It’s entirely another to dismiss any environmental lawsuits and prevent others from being filed. That’s what a Southern California congressman is trying to do, to clear the path for the highly contentious $17 billion Delta tunnels project. It’s an outrageous overreach on a slippery legal slope. Congress should reject it.

A new threat to the Sacramento-San Joaquin Delta and the San Francisco Bay is coming not from the governor’s mansion but from the U.S. House of Representatives. Rep. Ken Calvert, R-Corona (Riverside County), inserted language into the Interior and Environment Appropriations bill that would prohibit legal challenges to anything related to California WaterFix — the governor’s name for the twin tunnels project to move water from the delta to Southern California — not just retroactively but in perpetuity.

A congressman set off a legislative bomb in California’s water wars last week. Rep. Ken Calvert (R-Corona) inserted a rider into an Interior Department appropriations bill that would exempt from all judicial review the intensely contested Sacramento-San Joaquin Delta twin tunnels project. Passage of the rider — it’s scheduled for a House committee vote Tuesday — would mean that the water diversion scheme wouldn’t have to follow federal or state law. The project, known formally as California WaterFix, would bury two 35-mile-long, 40-foot-diameter tunnels beneath the delta.

New Agency Builds Momentum For California Water Tunnels

A joint powers authority has been formed to oversee design and construction of California’s delta water tunnel project, a milestone in the multibillion-dollar plan that has been in the works for more than a decade. The Metropolitan Water District of Southern California, Santa Clara Valley Water District and Zone 7 Water Agency, three agencies that agreed to fund the project, have seats on the board of the newly formed Delta Conveyance Design and Construction Joint Powers Authority. A board slot is reserved for the Kern County Water Agency, whose board will vote May 24 on whether to accept the seat.

The Metropolitan Water District of Southern California and two other water districts that agreed to fund the California Waterfix tunnel project announced today the formation of a public agency that will be charged with its design and construction. The MWD, which serves as a major supplier of water to the Los Angeles region, along with the Santa Clara Valley Water District and the Zone 7 Water Agency in the Bay Area, formed the Delta Conveyance Design and Construction Joint Powers Authority, or DCA, which will hold its first meeting on Thursday.

The Metropolitan Water District of Southern California and two other water districts that agreed to fund the California Waterfix tunnel project announced Monday the formation of a  public agency that will be charged with its design and construction. The $17 billion project is designed to divert water from the Sacramento River as it enters the Sacramento-San Joaquin Delta and carry it to existing federal and state pumping stations in the southern part of the delta through one or two 35-mile tunnels.

Gov. Jerry Brown Warns That Delta Tunnels Project Could Be Jeopardized If Momentum Is Not Maintained

Jerry Brown warned local water agency officials throughout California on Thursday that unless the delta tunnels project gets needed state and federal permits soon and continues advancing, the major infrastructure project may not happen in their lifetime. Brown issued the warning Thursday in a speech to more than 1,000 water experts and officials whom he urged to support the project at a conference of the Assn. of California Water Agencies.

OPINION: Hold Water District Board Accountable For Delta Tunnels Vote

It’s ludicrous for the Santa Clara Valley Water District board to believe it can steer Gov. Jerry Brown’s $16 billion Delta twin tunnels project by committing to help fund it. The board should stand up to pressure from the state and reject the project when it meets at 9:30 a.m. Tuesday and instead work with California’s next governor on a plan to truly secure a reliable source of water for Silicon Valley while protecting the environmental health of the Delta.
