RWQCB Approves Camp Pendleton Waste Discharge Order Rescission

The San Diego Regional Water Quality Control Board approved a rescission of the waste discharge order for Camp Pendleton’s California Sewage Treatment Plant No. 9.

The 7-0 board vote May 13 eliminates the waste discharge requirements for the Las Pulgas plant which has been replaced.

The RWQCB initially issued a waste discharge order for the plant in 1998. The sewage has since been diverted to Camp Pendleton’s Southern Regional Tertiary Treatment Plant and Northern Regional Tertiary Treatment Plant, which supports the production of recycled water for landscape irrigation and seawater intrusion mitigation.

Between 1999 and 2012 the United States Marine Corps received 12 staff enforcement letters regarding California Sewage Treatment Plant No. 9 and three notices of violation for the waste discharge order. During that time 94 violations for deficient monitoring, overflow events, and exceeding the pH limit occurred. No violations took place during the final seven years of the California Sewage Treatment Plant No. 9 operation.

FPUD Awards Zak Controls Contract for Conjunctive Use Project SCADA Services

Zak Controls has been awarded the Fallbrook Public Utility District contract for the supervisory control and data acquisition system programming for FPUD’s Santa Margarita River Conjunctive Use Project.

The Feb. 24 FPUD board meeting included a 5-0 vote to award the Phoenix-based company a contract for $301,738.

“It’s just for all the programming for all the controls and all the automation for the project. It’s basically to help make it so we don’t have to have people there all the time,” general manager Jack Bebee said.

Spaletta Chosen as FPUD Special Counsel for Santa Margarita Water Rights

The Fallbrook Public Utility District will use Jennifer Spaletta as FPUD’s special counsel for matters involving Santa Margarita River water rights.

A 5-0 FPUD board vote, Oct. 28, approved the legal services agreement with Spaletta Law. Spaletta replaces Martha Lennihan, who retired.

“We just retained another water rights attorney with a lot of experience and knowledge in the area,” FPUD general manager Jack Bebee said.

Landmark Agreement on Santa Margarita River Project Signed By Federal Judge

Fallbrook, Calif. – A lawsuit filed in 1951 has finally been settled as of April 29, 2019. After 68 long years of litigation, planning and brainstorming, the Fallbrook Public Utility District and Marine Corps Base Camp Pendleton jointly hailed the end of the lawsuit at a district board meeting May 20.

The Santa Margarita River Conjunctive Use Project was signed by U.S. District Court Judge Gonzalo Curiel in April. This is a landmark agreement that finally, officially, settles how the two will share their water rights to the river.

Water Authority Nixes Camp Pendleton Desalination Pilot Project

While the San Diego County Water Authority halts work on a pilot program for a desalination plant at Camp Pendleton, both the Claude “Bud” Lewis Desalination Plant in Carlsbad, and the North City Water Reclamation Plant in UTC are backfilling the region’s needs. For the past three years, the Water Authority has been planning a small-scale pilot facility to assess seawater intake and treatment technologies at Camp Pendleton with funding from state and federal agencies. The resulting plant would be the first in California to investigate an innovative subsurface intake technology for ocean water.

Extraordinary State Demands Thwart Research on Seawater Desalination Technologies

San Diego, Calif. – The San Diego County Water Authority is closing down work on a potential seawater desalination plant at U.S. Marine Corps Base Camp Pendleton due to extraordinary permitting hurdles and related costs created by the State Lands Commission staff, along with the decreased potential that the plant will be needed in coming decades.

Sewage Bacteria Found In Pendleton’s Drinking Water

A bacteria common to sewage and feces was found in Camp Pendleton, California’s drinking water last month, Marine Corps officials warned on-base families this week in a notice obtained by Military.com. Base residents received a notice May 29 from the installation’s housing office that coliform bacteria had been found in the water supply during a routine test in April. The notice, dated May 25, says the drinking water is safe and that residents “do not need to boil your water or take other corrective actions.”
