Water, Sewer Bills in This SLO County City Could Rise by Nearly 20% Due to Deficit

Water and sewer bills in Grover Beach could increase by nearly 20% to make up for a $2 million deficit in revenue, the city announced Wednesday in a news release. At its Sept. 5 meeting, the Grover Beach City Council learned about the findings from a recent utility rate study, heard recommendations and unanimously instructed the city staff to start the Proposition 218 process, a step in notifying the public about proposed rate changes, the release said.

San Diego leaders have directed the region’s water wholesaler to pinch every penny this year in the agency’s $1.8 billion budget, as ratepayers continue to grapple with ever-higher utility bills.

The San Diego County Water Authority has in response made substantial changes to its spending plan, looking to cut several positions and delay about $48 million in capital projects, including a pumped hydropower facility at San Vicente Dam.

SDCWA Begins FY ’24-25 Budget Process

The San Diego County Water Authority (SDCWA) last week started a months-long public process to refine its next two-year budget and draft a preliminary proposed rate increase for 2024. The average rates charged by the Water Authority are currently projected to rise by approximately 14% next year, though agency staff and board members are assessing strategies to lower the number.
